BILL TO ADDRESS FORECLOSED PROPERTIES PASSED UNANIMOUSLY

Senators Raymond J. Lesniak (D-Union) and Barbara Buono(D-Middlesex) introduced legislation to address the foreclosure and affordable housing crisis facing the Garden State.

Bill S-1566 would establish a central agency under the New Jersey Housing and Mortgage Finance Agency to use funds from the State Affordable Housing Trust to purchase and deed-restart foreclosed properties to be used to be used as affordable housing, giving them a 2 to 1 match against their affordable housing obligations for affordable units created by foreclosed properties.

The bill will result in 10,000 new affordable units and 10,000 less unoccupied, boarded up properties.

Most New Jersey's Urban areas and its Cities has long suffered with neighborhoods infested with houses, lots, and buildings that has been abandoned, boarded up, and unoccupied.

In fact, these unhealthy conditions has became breeding grounds for gang recruitment, drug abuse, prostitution, rodent infestation, and even homicides.

As a result, neglected properties have negative impacts on property values, decreasing character to communities that was once held standards filled with working class professionals.

On Thursday February,16th 2012:

Senator Barbara Buono(D-Middlesex)issued this statement:

"What this bill does is it ensures that we are using our "States Affordable Housing Investment" to help clean up blighted communities and put foreclosed properties back to use. It's a novel approach to not only boost the affordable housing stock available to low and moderate income families"

Senator Raymond J. Lesniak(D-Union)issued this following statement:

"Federal Reserve Chairman Ben Bernanke stated the overhang of foreclosed properties is contributing to the slow rate of expansion of our economy and exacerbates the loss housing wealth S-1566 is designed to address these problems in New Jersey"

Bill S-1566 passed with unanimous vote from the State Economic Growth Committee on 2/15/12 which Senator Lesniak Chairs.
